On 20 December 2024, the Myanmar State Administration Council issued the Law Amending the Motion Picture Law (Law No. 59/2024) (“Amendment Law”), reflecting the evolving digital landscape and introducing stricter regulatory measures. Changes include:

  • Expanded scope: The Amendment Law extends the application of the Motion Picture Law to films and videos distributed or exhibited online, including on streaming platforms and social media.
  • New licensing requirements: The amendments include more stringent licensing procedures for film production, distribution, and exhibition. Content creators and distributors must now obtain specific approvals for internet-based films, in addition to traditional cinema content.
  • Stricter penalties: The scope and severity of penalties for non-compliance with the Motion Picture Law have been broadened. Violations, including failure to adhere to licensing requirements or the dissemination of prohibited content, could result in increased fines, licence revocations, or criminal liability.
