Singapore and the US sign Memorandum of Understanding Concerning Strategic Civil Nuclear Cooperation
26 February 2025
On 15 January 2025, Singapore’s Ministry of Trade and Industry (“MTI”) and the US Department of Energy jointly announced the signing of a Memorandum of Understanding Concerning Strategic Civil Nuclear Cooperation (“NCMOU”), which aims to enhance cooperation on energy security, promote the development of zero-carbon baseload power in support of both countries’ climate goals, and strengthen the diplomatic and economic relationship between the US and Singapore.
The NCMOU provides a framework for cooperation and a mutually aligned approach to non-proliferation on civil nuclear issues and for engagement between experts from government, industry, national laboratories, and academic institutions. It also builds on the Agreement for Cooperation Concerning Peaceful Uses of Nuclear Energy between the US and Singapore, which entered into force on 12 December 2024, and facilitates Singapore’s capability building journey to understand and evaluate advanced nuclear energy technologies that could potentially support Singapore’s clean energy needs.
