EMA consults on proposed Emissions Standards Code for power sector

From 13 December 2024 to 31 January 2025, the Energy Market Authority (“EMA”) conducted a public consultation to seek feedback on a proposed Emissions Standards Code (“Code”).
Singapore has committed to achieve net zero greenhouse gas emissions by 2050. To support this national target, the power sector must undergo progressive decarbonisation.
Over the next decade, new and repowered generation units will be required to enter the system to meet increasing electricity demand and replace outgoing ones as ageing power plants reach their end of life and are gradually retired. It is important that the new and repowered units use the best-in-class technology available and are as emissions-efficient as possible to help reduce the power sector’s carbon footprint.
In October 2023, EMA established the emissions standards for new and repowered fossil fuel-fired generation units. The emission standards will be enforced through the proposed Code. The Code sets the minimum conditions that Generation Licensees must meet in carrying out their obligations to comply with Emissions Standards. The Code also describes the rights and obligations of Generation Licensees with respect to emissions monitoring, reporting, validation, and hydrogen readiness, together with the requirements for maintaining these standards in its electricity generation activities.
