Singapore Cybersecurity Strategy 2021 launched

On 5 October 2021, Senior Minister and Coordinating Minister for National Security, Teo Chee Hean, launched the Singapore Cybersecurity Strategy 2021 (“Strategy 2021”) which outlines Singapore’s updated goals and priorities to actively defend its cyberspace, simplify cybersecurity for end-users, and promote the development of international cyber norms and standards. Strategy 2021 also emphasises greater workforce and ecosystem development for businesses and citizens to capitalise on economic opportunities in the cybersecurity sector.

Strategy 2021 is an update of the first strategy which was launched in 2016. As the strategic and technological environment for cyber threats has changed significantly over the past five years, an update to Singapore’s cybersecurity strategy is necessary to adapt to a world where the digital and physical realms are converging and to navigate growing geopolitical tension in this space.

Developed in consultation with ministries, government agencies, industry, and local and overseas academia, Strategy 2021 comprises three strategic pillars and two foundational enablers. The three strategic pillars are (1) building resilient infrastructure, (2) enabling a safer cyberspace, and (3) enhancing international cyber cooperation. The two foundational enablers are (1) developing a vibrant cybersecurity ecosystem and (2) growing a robust talent pipeline.
