Rachel specialises in energy, infrastructure, and public-private partnership projects in Singapore. She has acted as counsel for lenders, sponsors, developers, project companies, and government agencies. Her work spans a range of industries, including renewable and conventional energy, petrochemicals, telecommunications, transportation, utilities (electricity, natural gas, and water), and hospitality.

Rachel is experienced in hotel management, engineering, procurement and construction, operation and maintenance agreements, concession agreements, virtual and physical power purchase arrangements, supply of gas (liquefied natural gas and piped natural gas), and the sale and purchase of renewable energy certificates.

She also regularly advises on general corporate matters and commercial transactions, covering areas such as employment law, doing business in Singapore, supply of goods and services, distribution and agency arrangements, supply of manpower, and other service agreements.

  • Advised Chandra Asri and Glencore consortium on the agreement to acquire Shell’s integrated refining and chemical assets on Pulau Bukom and Jurong Island, Singapore.
  • Advised Pontiac Land on the establishment of a multi-resort enclave known as Fari Islands, Maldives.
  • Advised SP PowerAssets Ltd on the import trial of 100MW via the interconnector between Malaysia and Singapore.
