On 29 August 2022, the Ministry of Manpower (“MOM”) issued an advisory on “Vaccination requirements to apply for and renew passes”. Pass holders (including work pass holders and dependants) must fulfil the vaccination requirements to apply for or renew passes.

Covid-19 vaccination requirements

From 1 October 2022, the vaccination requirements to apply for or renew passes will be changed. Details on the new requirements are set out in the table below.

Types of pass holders

Must be

  • Work Permit and S Pass holders employed in construction, marine shipyard or process sectors
  • Work Permit and S Pass holders staying in dormitories

Fully vaccinated to:

  • Apply for new passes
  • Renew passes

All other pass holders

Fully vaccinated to apply for new passes.

From 29 August 2022, employers no longer need to submit exemption requests for pass holders who are not fully vaccinated.
